Pioneer takes CRE top job

Gurbux Singh, chief executive of Haringey Council, has been appointedchairman of the Commission for Racial Equality, replacing Sir Herman Ouseleywho stepped down last month.A pioneer of controversial equal opportunities policies, Singh made his nameas an arch-moderniser who abolished Haringey’s specialist equality units. Thepolicy has been widely emulated by other local authorities and centralgovernment departments It involved taking responsibility away from the units,which he considered had become marginalised.
